Public Domain:
Public domain, would need to go through quality control and this depends on our time.
See inside of TotheWord > Help > theWord Formatting Standards that is partially what quality control is based on. (Bibles are more complex)

By the way on Public Domain done by users please try to present them in a state where the quality is very high. We don't have a lot of time to go back and forth on what needs corrected. If there are specific, detailed questions we may be able to help with those.

As to Creative Commons these resources can be worked on just make sure to put the license information in the About area. Quality control is required.

Copyright:
In regards to copyright permission must be granted to theWordBooks LLC before anything can proceed.
1. Permission must be granted to theWordBooks LLC which works with theWord for copyright content.
2. Then we look into building the resource. Usually we make sure before getting copyright permission that it is material we can convert, good quality etc.
  • Some good formats to work with are xml, html, epub, Microsoft Word, RTF, Excell.
  • Bad formats PDF rarely are these easy to deal with. They are good for looking at to compare if things are laid out correctly
3. Once all this checks out then there is the Building process many are done through using TotheWord, and many through coding (Delphi, python, etc.)
4. During this whole process there is quality control which is quite intense at times and can require many many rebuilds.
5. To be involved in any copyright materials requires several items.
  • Trust worthy is huge these materials can not be pirated theWordBooks LLC could get in huge legal problems.
  • Skills to develope the resources (TotheWord requires a Regex knowledge and then there is a learning curve for TotheWord.)
  • Faithfulness to stick through quality control. (We have some that desire at times but few actually stick it out.)
  • Signing of a Non-disclosure agreement (NDA)
What I would recommend is try using TotheWord and work on understanding it. Ask questions in the TotheWord forum and if a person can develope a few resources then copyright resources might be a possibility.
